40m transmitter alignment problem

Hello!

I have built my K2 s/n 4759. I'm in the page 75, 40m transmitter alignment.

K2 is powered by battery and K2 has been connected to dummy load. I set
power to 2.0 watts and switched to 40m band CW. K2 is taking about 220 mA.

When holding TUNE I hear a short BEEP in headphones. Power meter is
displaying 0.1 or 0.2. Adjustment of L1 or L2 doesn't affect to power level.

I spent couple of hours reading the manual. It seems I should buy a
signal generator to do receiver and transmitter signal tracing. Receiver
is working. I heard signals in 40m, 30m, 20m, 17m and noise level
fluctuated normally in the rest of the bands. My antenna were not tuned
to any band in that time. My analysis is the problem cannot be in 40m
filtering because in receive mode L1 and L2 peak definitely for best signal.

What to do next?
Remove heat sink and check visually the soldering again?

Should I hear sidetone ALL THE TIME when TUNE mode is activated? I hear
only short BEEP when activating TUNE.

Rolf - Make sure your K2 is not in TEST mode.  Press and Hold the MODE
button and ensure that it says "OPEr" and not "tESt"

Tnx to everyone. I got some responses to my problem. It was a missing
capasitor, C167, page 50 in the bottom.

I had two extra caps after assembly. One "102" and one "104". "104" is
still left. I believe and hope it's extra capacitor. If not, troubles
will come later.

Now power level peaked instantly to 2.3W. I quit now and take care of my
  neglected children.
