Please forgive my ignorance... question about the 8R line:

What voltage is high?

In rcv, is 8R high or low?

There is no high or low for 8R, only on or off. When receiving, about  
8 volts will be present on this line. In transmit, the line will  
simply float. It will not sink any current in transmit. In other  
words, in receive it supplies current at about 8 volts, in transmit  
it does not.

It is too high to directly drive TTL logic, but there are lots of  
magical things you can do with it. You might take a look at the K60XV  
schematic (manual from the Elecraft manual download page) for ideas.  
Bipolar transistors love current drive...
