thanks to everyone who commented on my post.
After reading everything sent to me, I reviewed my options. The reason I selected to use a 1:1 current balun instead of a 4:1 balun was based on an application note from the DX Engineering web site... http://static.dxengineering.com/global/images/chartsguides/c/choosing-the-correct-balun.pdf so after thinking over what I had, I tried adding a 3 foot length of coax to the lead from the balun to the station. now the tuner is capable of tuning to 1.5:1 max on all the bands, and on 40 and 80 it also got better... Note that there is still a high VSWR on the coax feed from the balun to the tuner, so this length should be as short as possible. You may be able to accomplish the same thing by extending the "open wire" line by a few feet and reducing the length of the coax. Another option would be to reduce the length of the antenna a few feet to get away from the high impedance condition. 73, ...
