Rob,
1) It does not state whether the iron tip is grounded. If the tips are
indeed ceramic then I would think it would be impossible to know what
potential they are at. (I can inquire about this further at my workplace on
Monday if you are interested.) Until then, you can check out this link ...

2) 24-60-40 TMC is NOT "high quality solder". Do not use it on anything!
Only use 63/37 eutectic solder. (IN MY MIND, THE FACT THAT 60/40 SOLDER IS
REFERRED TO AS "HIGH QUALITY" CASTS DOUBT ON EVERY OTHER CLAIM!) In
addition, there's no mention of the kind of flux. WARNING! Water soluble
fluxes are corrosive, and impossible to completely remove from stranded wire
since they wick up under the insulation.
3) "Return policy not specified. Read item description for any reference to
return policy." (Warning!)
4) "Price $79.99" You should be able to find a good ESD soldering station
for about $55. Check out "Circuit Specialists", "Contact East", and others.
5) The very tiny photo leaves much to the imagination.
