Dennis,
First of all, you voltage is dropping a full volt (unless that was a typo),
and strange readings like that are usually the result of poor solder
connections. Reflow all your solder connections, adding a bit of flux from
new solder to wet the joint. You should be doing the reflow with an iron
set between 700 and 800 degrees. If you have a goodly blob of solder on the
joints already, clean it up with solder wick and add just a touch of new
solder - use a solder diameter of .015 if you have it available, but no
greater than .02 inches - the larger diameter solder does not allow you to
control the amount of solder easily, by the time it melts you already have
applied too much.
