Canada and the US CB channels are the same, Canada calls CB the "General
Radio Service."  A former CB technician told me several years ago that
there was a very simple modification to a synthesized radio ...
something like clipping out a diode or similar ... that would shift the
frequencies up by 1 MHz.  If that's the case, 28.085 MHz would be CB/GRS
Channel 11.  I suppose one might need to tweak the RF stages some, or
maybe not.

If thats the only one you hear you are lucky,  they are every couple KC
here from 28.0 up the band into the phone portion, I hear them 28.400
and up even, if the bands open there are far more CB signals than ham
signals,  many running far more than 1KW.
