Can't Select Memory 0

I've noticed that when I press and hold the RCL button the last memory selected is displayed.  However, you can't put that memory into the VFO unless you tune away and then back again.  I was trying to use the memory recall to return to 14.060 after tuning away.  I hope I explained this correctly and was wondering if this is a feature or a bug.
