Because of that very same variability; it is highly unlikely that you will have exactly the same propagation to different parts of the world at the same time, so why should you accept the same report from all contacts without question? All true, Hank. You can't get an absolute signal report, particularly
given the wide variation in antenna systems, preamps, and so on. OTOH, if you want to compare your signal to a given Skimmer over time, or with another station, the Signal Comparison Tool on the RBN web site will give you data that are averaged among multiple spots by a given Skimmer.
