The product of choice for doing this is "Zero Charge Mat & Table Top Cleaner, Quart" see http://www.all-spec.com/products/1733-QT.html In addition to cleaning the surface, this product also restores moisture to the vinyl which reduces its surface resistance. Please, see http://www.apogeekits.com/wrist_strap_tester.htm. It can test both your wrist strap, which you should use and the mat. I personally use a workbench with a conductive surface, no mat, and test the bench and wrist strap EVERY time I work on sensitive parts.
