The matter isn't "official" yet, since it hasn't been published in the
Congressional Register, and I think I'd proceed with your planned
exam session ... for now, anyway. No doubt this question will be
"officially" addressed. Perhaps your people who pass will get one
of the last "CW Licenses". You might stress the "personal satisfaction"
aspect to them, too.
