That's the way most work.  You have to be transmitting for the tuner to
"realize" that the SWR has passed a pre-set value that you've set.  So when
you hit this SWR value, the tuner initiates the tune.  Of course, you can
turn off the auto-tune, and only have the tuner tune when you want it to by
pushing the TUNE button.  Phil - AD5X
