I have soldered the 28 pin socket with the notched end toward the right edge instead of the left edge (Page 18 in the manual). Does this really make any difference as long as the IC is inserted properly?

Larry, you are correct that it will make no difference as long as the IC is

If you have a computer printer, print a little strip that says <-NOTCH
And tape it in the space on the socket that will be underneath the I.C. and between the pins so the arrow points to where the notch SHOULD be. Ron (Who me do that?)
