Under load? How/where did you measure it? Can you measure it inside the rig?

What does the rig say the supplied voltage is during transmit?

Hit display to show the menu items in the VFO B spot. Turn VFO B to display
nn.n V. That's what you're seeing inside. This works while you are transmitting, so hold tune to transmit and you will see the voltage change with your transmit draw.
