K1 - When antenna tuning, output power may drop - and stay down.

After changing bands and while adjusting the antenna tuner for a low SWR
the K1 transmit power level may drop to a watt or so.
 
But the power does not come back after the adjustment is complete.
 
Then if the K1 is turned off, then back on, the output comes back up
to the original value.
 
Is this normal ?
 
The antenna is an endfed wire with a large above ground counterpoise system.

Yes, that is normal.  The way around it is to tap the WPM+ button during
a TUNE to bring the power up to where you want it again - the menu OUT
parameter is being reduced to the limit of the power during the high SWR
period.
If you stay in TUNE under that condition long enough (about 30 seconds),
the K1 will store the current OUT setting, so you will then have to go
back to the menu to reset it.
A power off/on cycle is one way to restore your prior value, but I
believe a band change will restore it too.
