K2 #5436 - KPA100

Initial test voltages on pg 23 of KPA100 manual test points are off,
where to start troubleshooting?  U1 pin15 = 5.53v should be 0,
pin20=0v should be 5v, pin27=0v should be 5.8v, pin28=0v should be
5.7v, Also U4 pin11 = 0v should be 5v, U6 pin6=4.96v should be 0-.5v.
All other pins test within appropriate ranges. Any help is
appreciated.

Ed,

Check your soldering - especially around U1.  Pins 1 and pin 20 should be connected together, so if you have a proper 5 volts at pin 1 and zero volts at pin 20, you must have a soldering problem.

Your soldering should flow out to a smooth edge on both the solder pad and the component lead - if it does not (it may look like a 'ball' on the component lead), then not enough heat was applied.  With the KPA100, use an iron temperature in the range of 700 to 800 deg F.  THe KPA100 ground plane and PC traces are more massive than other Elecraft boards and requires more heat for a successful solder connection.
