K2 High Voltage displayed 23.2 volts - Control Board

In the process of building a K2 (# 7980), I am getting a high reading of 23.2V displayed while connected to a 12 v power source. I initially though Q12 might be bad, however the voltages on U1,U2 and U3 are listed below.

U1 - all with specs on Voltage Table

P1 3.5
P2 6.9
P3 5.4
P4 0.0
P5 3.9
P6 3.9
P7 3.9
P8 8.0

U3 all good with the exception of P3 showing 9.5 V

Any help would be greatly appreciated.
