Eric,
First, since the voltage at R30 apparently moves with adjustment of L30,
things are working, but the VFO is not at the correct frequency.
First things to check are the capacitors and Varicaps to be certain you have
the 'right ones in the right holes'. Look at the RF board schematic sheet 1
of 4 and you will find the VFO and VFO Range Selection components on the
upper right corner of that sheet. Verify all the capacitors shown. Be
certain D23 thru D26 are the MV209's and D21 and D22 are the 1SV149's - the
1SV149 package looks the smaller of the two when viewed from the top. Then
be certain that everything is well soldered, even if that means reflowing
the solder on those components.
Once you have confirmed that everything above is correct, recheck T5 - it
should look like exactly like the diagram in the manual and yes, it has 16
turns of red wire, but be certain you are counting each turn as it passes
through the center of the core rather than the outside - also be certain the
core is the yellow one.
If all the above is correct, it should work FB.
