K2 transmitter problem

Hello all.
I have gotten my K2 assembled and stated aligning the filters using Spectogram and the VFO stopped working. I reworked any suspicious
solder joints to no avail. I discovered with the help of a friend with a scope that the encoder had failed. I replaced the encoder
and discovered I have no power out on any band at all. I get HIGH CURRENT every time I hit tune and only .4 watts out on the meter.
I ran a ground check on Q19 and the results are G= 96.7 K ohms,  S=240.8 ohms, and D=276.2 ohms. I reworked the solder
on R20 and RFC14 with no effect. Any suggestions will be greatly appreciated.

Dan,

Too much information - if the VFO is not working, then the HI CUR
messages and power output are not yet relevant.
First step is to see if the VFO is working and is on the correct frequency.

Connect the internal counter probe to TP1.  Set the K2 frequency to
7000.00 kHz and do a CAL FCTR.  You should measure 11,915 kHz or quite
close to that frequency.  If that fails, it must be resolved before
proceeding with anything else.

Both the PLL Reference Oscillator and the VCO must be working properly
to obtain the proper VFO frequency.  If the frequency reading above
fails, then put the internal counter probe into TP3 and again do CAL
FCTR.  What is the frequency?  It should be in the vicinity of 12100
MHz.  If it is not, then that is the starting point for your
troubleshooting.

I know that we have communicated via private email, and I did not
receive a response for my last suggestions.  Things like this have to be
done on a 'step by step' basis, so I need the results of the
measurements that I suggested before proceeding further.
