If that is the case then why is the latest KUSB driver a pl2303 type
instead of ftdi?

The drivers for the Prolific chip set are there to support users of the previous KUSB version that used them.  

The current KUSB adapter is based on the FTDI chip set (I own one).  The drivers are included and don't need to be provided on the Elecraft site.
