K3 RF adjustment problem

Color me baffled, but I seem to have lost the ability to adjust my receive RF level from the front panel. It's locked at S9 on the meter.

Initially, I thought it was a setting I messed with, but have not been able to restore it. This morning when I tried it it would vary some, but would take an eternity (multiple seconds) to do so.

Any suggestions?
