K3 Request VFO round freq when coarse tune

One point to watch: If you accidentally move the coarse tuning you will
find it hard to return to the original frequency with rounding enabled.
When I first encountered this with Kenwood radios (TS570 and 480) it
seemed natural to have the rounding turned on, eventually I turned the
feature off as it was more of a nuisance than a help.

turned off if desired.
