K3 TX idle current

When I tap the XMIT button to test the K3 transmitter without RF
output, my current indication starts out at 4.5 amps and after a few
seconds climbs to 6 amps or so. This is with the power setting at 0.0W.
Is there a software tx idle current setting or is it a hardware issue?
