[K3] Tune with dits feature desired

For tuning amplifiers many of us use a string of high speed dits so the amp
can run at full instantaneous power while keeping average power down. It's
easier on the tubes and you don't need such a stout dummy load. TRLog has a
feature to do this -- no matter what your keying speed is set to, you hold
SHIFT+CTRL and you get a string of high speed dits.
 
This would be a cool feature to have as an option for the TUNE button
instead of a continuous carrier. To make us control freaks happiest, duty
cycle and speed should be adjustable.

I don't think the K3 TUNE button should be optionally complicated to do
this.  Most installations will have a key or key/keyer plugged into the
radio anyway, which is even more convenient.  If not, then those who want
the feature can simply plug in a key or switch for tuning purposes only.
