K3: low initial power on digital modes

I posted this some time ago. I have a problem on digital modes with very
low initial power output when I do one of these:

a) switch on
b) change mode
c) change band
d) change power level

There's been a development since then - if I hit the TUNE button, the
power goes up to the set level (as you would expect) and then when I
transmit, say RTTY, it immediately runs at the set power level. It
solves the immediate problem - sort of - but the underlying problem is
still there.
