Is it possible you have the SUB-Rx set to use a RXant and you don't have an
RXant?
Happened to me when I move my RXant to another rig.
You have to set the SUB-RX to the Main Ant, not the RX Ant.

Reduce your RF gain,  Use the attenuator on the lower bands.

The reason it is the same with the AGC on or off is because with AGC off the
receiver is running full bore amplifying all the background noise.
You must reduce your RF gain until the background noise (hiss) goes away so
the signal you want to hear will be just above the silence.  Then, set the
AGC controls to the defaults or follow some of the other suggestions on this
list.

The article regarding AGC at w3prf.com was most interesting and
informative. I am now experimenting with the AGC settings much more than
I had.  So far this morning, I am enjoying the K3 far more than I have
in the past. This may just be the magic bullet for the hiss problem that
has bothered me so much.

That website is www.w3fpr.com.

The article was created before the AGC parameters were expanded, but the
principles are the same.

As it has been said here, turn off the preamp if it is not needed, and
even add the attenuator.
If you hear an increase in noise level when you connect an antenna,
there is enough gain.  The K3 has more than enough gain on all but the
most quiet bands without the preamp, so turning it off when not needed
goes a long way toward reducing the hiss of ambient band noise.
