Sleep deprived - has been pointed out pin 1 is FSK and 4 is PTT - yep - I checked the right pins - just transposed numbers when typed , pin 1 just drifts up . Pretty sure it should be pretty solid 5 open circuit.

Yes, that input should be a 5 volts, there is a pullup resistor on it.
Since it is in the range of 3 to 4 volts, either the pullup resistor is
damaged (not likely) or the input on the IC inside the K3 is dragging
the voltage down.
