Is there a GET command for either the K3 or KAT500 that will show when the tuner has completed a tune?

I don't believe that is available on a real time basis (which is what you apparently are seeking). It is in the latest KAT500 Serial Command Reference, and requires V1.42 or later firmware in the KAT500.
