Try shorting the RCA connector on the amp and see if the TX light comes on.
Load the KPA1500 utility and look at the log file.
Look on the KPA1500 and see what frequency it thinks the amp is on. If it is out of band it will not TX.
That is where I would start. Also check that all cables are seated properly.
