KPA100 - R38 / R39 - overheating?

I've run my KPA100 pretty hard, and it's done fairly well.

However, yesterday, I was doing some full-power tests on 10m, and  
before the fan came on, I noticed a slight burning smell.  
Disassembling the K2/100, I found that these two 22 ohm resistors  
were very hot, and are discolored in the middle.

Is it normal for these resistors to get quite hot? Should I order  
replacements?
