KPA500 Voltage Test Problem

I just assembled my KPA500.  I'm using it on 240 VAC line and have the fuse
configured for this set up.  The "Yellow" wire in on the TAP and when I did
the initial test, I'm showing 16.8 Volts on the HV meter which is along way
from 65 to 85 Volts as expected.  Ideas as to what's wrong?

I got it.  I'm at 76 Volt on the HV now.  It appears that I did not have
one of the ribbon cables aligned properly.
