KX-1 TX power and rcvr questions

Hello List:
While building my KX-1 and installing the 30M board, I found the
following:

Receiver S/N is poorer on 30M.  I'd say .4 uV for a discernable signal
while 40 and 20M only require about .25uV for a discernable signal.
Also, without any antenna or service monitor connected, noise on 30M is
noticeably louder than on 40 or 20M.

On transmit, and with the R11 and R30 power mods added (and R30 cranked
down a little to keep power under 4 Watts) power on 40 and 30M
Is 4 watts, while on 20M it is only 2.7 watts.   This is not in spec.  
At 9.0V, 40M and 30M are 1.4 watts; 20M is 0.82 watts- also not in spec.
The low 20M RF power problem existed before installing the 30M unit.

I'd appreciate comments from anyone who has had these problems in their
KX-1.

IRF-1200S service monitor
Non-reactve load and numeric VPP display o-scope
I have checked T1, L1, L2, relays, DDS components, etc
I'm working with Elecraft on this.
