When I first built my KX-1, the output was low. I installed the modification suggested by Elecraft (replacing R11 and R30) and that brought it within specs, though barely. Recently when I added the KXB3080 module, the output dropped slightly so that it was below 3 W.
I sent it to Don W3FPR and he found that the output from the DDS was low. He improved the output by paralleling a 47 ohm resister with R10, to increase the output of Q5. That did the trick, bringing the overall output to where it should be.
I thought I’d pass this on in case someone else has this problem.
