KX1 ATU Power = 0; r = 9.9

My KX1 seems to be working fine; I hear a strong signal into my other radios and no error messages or other problems.  When I install the ATU I can null C9.  When I tune, power always reads 0, sometimes for a second 1; R always equals 9.9.  I am feeding to resonant antennas, a dipole on 14, an end fed on 7.  R4 is at maximum.  The same thing happens with the internal batteries or with a 13.5 power supply.  I have checked my connections, soldering and toroids several times.  Any suggestions would be very appreciated.  I do not have a wattmeter or an swr meter.  Thank you!

Bruce,

What happens when you try it into a dummy load?  What is the power
indication and what is the SWR indicated?
Put it into ATU CAL and try - what are the results?
Then put it into ATU TUN and try again - results?

Are resistors R3 and R4 swapped?
Remove the KXAT1 and measure the resistance between P1 pins 1 and 3 - it
should be zero.
Then put the KXAT1 back in and measure the resistance between the BNC
jack center conductor and lead 6 of T1 (the 1 turn winding) - you should
measure zero ohms if the connectors are mating properly.
