FCC commissioners and bureau heads today are usually lawyers, not technical
types. The commissioners probably have never been technical types since they are political appointees. Over the past year, I've given presentations to many middle school
groups, and like Dave, I find that the kids are fascinated by Morse Code. They don't care if it's ancient technology--it's fun! We should all start doing this if we want CW to not just survive, but thrive. 73! Its not taught in the Royal Navy for the fun of it or just in some ships. Morse by flashing light is still considered an essential skill which is taught by the RN and used on a regular basis. It is by far the most secure method for short range comms. I suspect the same applies in the USN.
