Before I upgrade from Microsoft Office 2003 to 2007, does anyone know if
it's about to be upgraded again for Windows 7?

Yes.  Office 2010 Beta has been available for a while.  I'm not certain if
it still is available for download.  It may have just gone to Release
Candidate (RC) mode.

However as I understand buyers 'may' be in a period or soon be in a period
where a purchase of Office 2007 qualifies for an automatic upgrade to Office
2010.

I'm certain an online search can clarify the details.

Or you could just upgrade to OpenOffice for free...  For many its more
than enough to get what they need done and also has some nice features
that Office doesn't have...
