OT - Astron RS-20A Issue - Part III

This is still a mystery, but I cannot set the voltage any lower than 14.5 volts. That is where the voltage adjust goes to minimum and can't go any lower.  No fried components I can see.  The TIP29 has been replaced at one time, but that is just driving the pass transistors.

In our day and age it seems that Common Sense is in short supply.  If you don't have any Common Sense - get some Common Sense and use it.  If you can't find any Common Sense, ask for help from somebody who has some Common Sense.  Is Common Sense divine?

It seems that you are not getting the required voltage to the pass
transistors to cause them to adjust enough.  i.e. Too much drive voltage
coming from the regulator.
This means the control voltage from the regulator is still too high.
That is where I would look.
