You want the solder to be at the same potential as the
ground of the circuit board it would seem to me.

I have a Hakko soldering reel holder. It has a ground screw for a ground
wire. I thought it was for grounding to your ground rod but the pic shows
your supposed to clip it to the circuit board your soldering on. does it
matter?
