Sorry Mate, maybe move up to Alaska?
There are "almost" no regulations. I can build anything I want. I
wired the 240 extension to the shack. The wife and I built a
12x40-foot storage shed in 2007 and had a backyard driveway put in
without permits. I put up my two 50-foot radio towers and a 16-foot
dish. We have six dog kennel. Cleared and planted a lawn. I can
have any gun I want and most Alaskan's do have them! It is legal to
shoot loose dogs, but not loose teenagers (joke)!
Now there are some regulations one runs into when selling property so
all this stuff may not get thru that process (though mostly it
does). My last house had half the rooms with two-connector ac
outlets (no safety ground wiring). Yet it was passed for FHA
financing. Of course it was built in 1955 before statehood and
electrical codes were different then.
Alaska - Land of the FREE & WILD! (At least until Obama discovers us). ;-)

In Australia, we aren't (legally) permitted to put a plug or socket
on an extension lead let alone doing our own house wiring.
I believe that NZ has slightly less draconian laws that allow some
limited house wiring mods to be done (and your allowed to put plugs
on leads!) but over here any household electrical work must be done
by a suitably licenced electrician.
Damned silly rule if you ask me.
