One of Four Initial Resistance Checks Too Low

One of the four resistance measurements (prior to the initial power on / smoke test) is low by about 30% ...

1. The resistance across the power pole connectors is ~1.1 Meg Ohms (looking for > 50 k Ohms).  (GOOD!)

2. R36 to ground was only 108 Ohms (looking for > 150 Ohms).  I tried reversing the probes but only got 105 Ohms!  (BAD!)

3. The two voltage regular checks are well within limits:
    a. U12 was ~5 k Ohms (looking for > 500 Ohms).  (GOOD!)
    b. U13 was ~425 Ohms (looking for > 150 Ohms).  (GOOD!)

A quick search of the archives revealed two posts with similar readings to mine at the power connectors and at the voltage regulators, but they both reported more like 230 Ohms at R36.

Any suggestions?
