P3 Blinking Red LEDs

My P3/SVGA/External Monitor seems to be working correctly, but I am curious
about the red LED I can see through the crack in the front panel that blinks
on and off.   Another red LED that is on and blinks brighter (but slower)
can be seen through the crack in the rear panel.  Is this normal?  Thanks

This is completely normal operation of P3 and SVGA board (if installed).
