Hi Ken,
I don't know if you have solved this yet but it sounds like the rs232 link between the K3(S) and the P3 is not there. The P3 defaults to Tracking (Fixed VFO - Tuned Spectrum) mode in that case. If you are using the KIO3B, make sure the RJ45 is plugged in securely with a definite snap when it is.

I switched my K3 to split to see the VP8STI pile-up. Now I am stuck in
tracking mode. I go into menu/FixTrack and when I click to toggle, nothing
happens, even after exiting split mode. I've turned the K3/P3 off to no
avail.
