That's all that's necessary to make the SVGA card output a signal.
Rule out a monitor problem by trying another monitor.
Rule out a cable problem by trying another SVGA cable.
If your monitor has multiple inputs (VGA, DVI, HDMI) is it possible that you have not selected the correct input?
