Has the new firmware been posted for the TX Monitor options or will it come

Yes, P3 f/w v1.5  is up on the website at:
http://www.elecraft.com/software/P3/elecraft_p3_software.htm

As with all of our s/w, it is a download from the site for the P3 and is not
included with the P3TXMON kit.

I'm unable to access <ftp://ftp.elecraft.com/P3/firmware/beta/>

The browser says 'connecting...' and sits there. I've tried both Firefox
and Chrome. I've done this before. Is it just me or is there a problem?

Flashed 1.50 ok.   Command Tester window in P3 Utility is now showing
continuous polling data now.  Beta code only hopefully?
