I don't think that electrical contact between the covers and the 2-D blocks is intended to be established by the screw threads...It is established by contact between the unpainted inner surface of the panel and the bare 2-D block when the screw is tightened down...If you check one of the black oxide screws with an ohm meter, you will find that the black oxide coating is not a good conductor when compared to one of the plated ZN screws...Anti-corrosion agents on the threads should not inhibit grounding... IMHO...
