Hi
This started out as 10 uH when two crystals were used. It was changed to 12 uH because when one crystal is used to improve the temperature stability the crystals at the time of the mod did not have quite enough pull range. Later the crystals were changed and had more than enough range so the inductor was changed back. The 10 uF is the correct one to use now unless you run into low pull range on the crystal then you may need to use the 12 uH but this is not likely now.

Subject: [Elecraft] Question about Temperature Compensated PLL upgrade
The temperature compensated PLL reference upgrade has the following ;
parts list has a 10 uh inductor listed for L31, the original L31 was also a 10uh inductor.
The L31 in the upgrade kit is a 10uh. The instructions say : "new one looks like old one but the value is 12 uh".
I need a little advice here.
