The confusion is that there was really NO "Tech Class" or "Extra Class" or
any other "test" specifically for a particular license here in the USA.
There are a battery of tests covering many different subjects such as
technical and operating knowledge for various services and modes. These
tests are identified as "Elements".
To qualify for various licenses, one must pass various combinations of
Elements relating to the knowledge wanted for that license. Applicants for
many different licenses may need to complete some of the same elements. And,
generally, if one has a license that indicates that he/she already passed a
particular element, the applicant is not required to repeat that element
when applying for a different license.
