RF Gain Control

I just noticed this behavior and I'm not sure if its always been this way.  When I turn the RF gain control just past 3 o'clock the apparent volume jumps considerably, turning it back below "3 o'clock" drops the AF and I assume RF volume by more than 50%.  Is this normal? is it a function of the AGC interaction?  Thank you.
