It could be an "American frequency" designation, just as 7040 kHz was
the American QRP frequency as well while the rest of the world was 7030
kHz (although according to QRP ARCI the transition has begun to 7030,
but I still find plenty of activity around 7040 anyway, at least when
there isn't too much interference from RTTY). What is the suggested QRP
frequency on 160m for the rest of the world, or at least Region 1, if
1810 would be out of bounds? The last link suggested 1843 kHz for 160m,
but that was in the SSB column and didn't list an alternative for CW.
I think the original poster, who was based somewhere here in the USA,
would do well to first try out the American QRP frequency before trying
DX QRP specific frequencies, though. For reference, here are some links

possible and many times not even discerned between my 100W rig. So
please don't limit yourself to only those frequencies! I spent most of
my operating time on 40m last winter around 7010 kHz or so, but if I
want to try to find other QRP operators I tend to gravitate toward those
frequencies listed in the above links. The most important aspects of a
communication link involve the propagation path and secondarily the
antenna, not so much the transmit power. If a propagation path doesn't
exist then 30 dB more power isn't going to help. A good antenna always
helps (when there is propagation path), and helps on Rx and Tx.
