The proposed rules are fine, especially if they come with a
strong request that honest, realistic RSTs be given. Checking
my EQP logs for 2003, 2004 it appears that this generally has
been done. SPCs are a widely used awards collectible. The rig
type and SN provides a contest specific exchange and awards
collectible.

Power used would be an useful addition to the exchange: I
get special pleasure completing a QSO with the milliwatt
class of stations even though I usually run the legal
limit (5w).
