Hi Dennis

My understanding is that it is your licence conditions that stand. Although if local conditions restrict then they take precedence

I.e. UK is 144 -146 MHz US is up to 148 MHz but I cannot.
Plus you may have KW limit but in the UK it's 400w

That's why a lot have dual licenses
